Can I transfer the policy ownership of my child to someone else who is not the Guardian after I pass away?

Subjected to any additional terms/restrictions within the policy itself (e.g. in some policies the ownership automatically transfers to the life assured after he/she reaches 18 years old), yes, you can assign the policy ownership via a Will to anyone else. That person need not be related to the life assured.
